Permit Application

Building Permit

Any person who intends to undertake a construction, transformation, expansion or addition project to buildings and major renovation work must, prior to the start of the work, obtain a building permit issued by the designated official of the municipality. If you are applying for a permit on behalf of another person, please complete the power of attorney form.

Certificate of Authorization

Any person who, in whole or in part, intends to modify the use or destination of a building, as well as carry out clearing, backfilling, humus movement, demolition, transport of manufactured or unmanufactured buildings , must, prior to the start of the work, obtain a certificate of authorization issued by the designated official of the municipality.

  • Access permit for work in the shoreline

  • Certificate of authorization

    Certificate of authorization

    Any person who, in whole or in part, intends to modify the use or destination of a building, as well as carry out clearing, backfilling, humus movement, demolition, transport of manufactured or unmanufactured buildings , must, prior to the start of the work, obtain a certificate of authorization issued by the designated official of the municipality.

    In a non-limiting manner, a certificate of authorization is required for all the following projects:

    • The transportation or demolition of a building;
    • The erection of a fence, wall or hedge;
    • The installation of a swimming pool with a water depth of 60 centimeters or more and the installation of a whirlpool bath or thermal bath with a capacity of more than 2000 liters;
    • The construction or modification of a sign, poster or billboard;
    • The operation of a quarry, gravel pit, sand pit or mining establishment;
    • Work on the bank and shoreline;
    • Work on wetlands and their protection zone;
    • The installation of wastewater evacuation elements;
    • The installation of an artesian well, surface well and/or any other water supply source;
    • Tree felling, deforestation or logging work;
    • Minor renovation work;
  • Backfill form

    If your property is located in Low and meets current environmental standards, you may be able to receive these materials (soil, stone, etc.) free of charge from various municipal worksites.

    Please note that the form is valid for three (3) years, and that there is no guarantee that you will receive backfill during this period.

    Priority for delivery is given to addresses closest to the municipal worksite.

    Please make a copy of your certificate of location, indicating the location of the area to be backfilled and the location of the truck unloading area, and attach it to your application. An inspector will contact you once your request has been analyzed.

    The Municipality reserves the right to refuse to deposit backfill material with a registered applicant that it has previously contacted, if it considers that the applicant's intended use of the material is contrary to current practices or by-laws.
